<p><strong>November Partnership Agreement 2011-2015 between the McGill University Health Centre and the Interneighbourhood Coalition </strong></p>
<p><strong>Preamble:</strong></p>
<p>In November 2004, the MUHC and the nine member organizations of the CIQ signed a Partnership Agreement regarding the new hospital to be built at the Glen site.  In the Agreement, both parties agreed to work together to maximize the positive impacts of the hospital and specified an open list of areas of joint concern, including economic development, employment, housing, health care delivery and transportation, among others.  Seven years later, as the selection of the builder-manager of the MUHC’s Glen site facilities has been announced, the MUHC and the CIQ hereby agree to attach annexes to the original agreement.</p>
<p>This agreement between the CIQ and the MUHC addresses on- and off-site impacts of the hospital and ways to best integrate the hospital into its urban context. It specifies guiding principles, operational principles and initial actions to which both the CIQ and MUHC commit as a means to further these objectives.  It reflects the partnership in its current form, with room to expand joint activities as the MUHC and the CIQ identify opportunities to work towards mutual objectives of quality health care for life, community-hospital partnership, and an MUHC that anchors the surrounding neighbourhoods, fostering healthy, vibrant and diverse communities.</p>
<p><strong>Objectives:</strong></p>
<p>Our agreement is based on the following objectives:</p>
<ul>
<li>that the MUHC provide the best quality care for life consistent with its aim to be a top training, research and care facility;</li>
<li>that the MUHC become an anchor institution of the three neighbourhoods represented by CIQ, fostering healthy, vibrant, and diverse communities;</li>
<li>that the partners agree to collaborate and co-develop an integrated undertaking, via a strategy of shared actions;</li>
<li>that the cooperation between the MUHC and CIQ lead to tangible improvements in the quality of the hospital’s facilities and services, its surroundings neighbourhoods, and the fit between the two.</li>

			<content:encoded><![CDATA[<h3>At its regular monthly Board meeting of April 16th the WMA has adopted the following resolution:</h3>
<p><strong>IN THE INTEREST OF WESTMOUNT TAXPAYERS?</strong></p>
<p>Mr Ludmer and friends, can you explain how your request for an injunction to prevent the construction of the Westmount Recreation Centre is in the interest of the Westmount taxpayers and not to satisfy some obscure motives? Can you explain how it supports the democratic process?</p>
<p>The facts are that current City Council has been duly elected to manage the affairs of the City; in a citywide consultation, the citizens have overwhelmingly supported this project with the understanding that net cost to the taxpayers, after the $20 million grant, would be approximately $17 million, less a targeted $5 million from fundraising. Many of the citizens’ suggestions were incorporated in the final version of the project. The project, as defined in the design-build contract, respects the concept and intent described in the loan by-law.</p>
<p>Mr Ludmer, you have repeatedly accused the WMA of not playing its role because we do not support your actions nor do we understand your motives. Your recent request for an injunction is just another step to highjack the democratic process and can only result in increased costs for  taxpayers. Is this what you really want? We are playing our role and urge you to withdraw this request and side with the large majority of Westmounters who support the construction of the Westmount Recreation Centre without further delay.</p>
<h3>Background to the WMA support of the WRC project</h3>
<p>The WMA board voted on April 19th 2011 to generally support the WRC project as presented by Council. The statement is as follows:</p>
<blockquote><p>
Arena/Pool Proposal &#8211; April 2010<br />
&nbsp;<br />
This latest Arena/Pool Proposal addresses many issues raised by Westmount Citizens, in particular:<br />
&nbsp;<br />
The footprint on the park; the new project creates over one acre of new green space.<br />
The visual impact of a large building: it is dramatically resolved by building the ice rinks underground and covering them with tennis courts.</p>
<p>The anticipated cost is the same; however, Mayor Trent’s realistic fund raising target of $5 million brings the direct cost to the Westmount taxpayers from $17 to $12 million. Should the citizens decide against this project, it will be scrapped; as a result we will forego the $20 million infrastructure grant. We will eventually, sooner rather than later, have to spend a similar amount $12/15 million to repair and upgrade existing facilities and end up with a much inferior facility/asset.<br />
&nbsp;<br />
In consideration of the above the Board of the Westmount Municipal Association generally supports the Arena/Pool project as described in the April 2010 City document.<br />
&nbsp;<br />
While the general concept of the project is clear, many details are still to be decided, your input and suggestions are therefore important.<br />
&nbsp;<br />
The decision to go ahead with this project or abandon it along with the $20 million grant is now in the citizens’ hands. We encourage every household to reply to the questionnaire received in the mail, since a final decision will be based on your feedback to Council.<br />
&nbsp;<br />
April 19, 2010</p></blockquote>
<p>The board was presented with a motion to discuss whether to re-visit this support at the board meeting of September 19th 2011. This motion was defeated and the original support statement continued to stand.</p>
<p>On Monday 13th February 2012, the WMA endorsed the design-build contract as presented by Council on February 6th 2012:</p>
<blockquote><p>The Westmount Municipal Association Board endorses the Westmount Recreation Centre project as adopted by the City Council on February 6th, 2012, and it continues to stress the importance of delivering the WRC as presented, on schedule and within budget.</p></blockquote>
